Could be valve adjustment, timing problems, timing belt problems (slipped a tooth), leaky injectors, clogged exhaust, dragging brakes, O2 sensor bad, heavy foot, bad fuel regulator, etc. etc.
Do yourself or have a mechanic do a full inspection: timing, compression, shoot a temp gun at the brakes (looking for a hot one), etcv.

I have a 97 CR-V, but its MPG is so low, just 15-18 miles per galon at<BR> local, 20-22 on highway, does anybody have any idea why it is so low?<BR> BTW, what MPG of your CR-V?<BR>
