I have a 98 CRV with 65K miles. It has been getting 23-25 mpg for my
normal driving. Suddenly with the last two tanks my mileage has
dropped to 18 - 20 mpg. I had a fairly extensive service done about 5
months ago. I guess I will have to take it to the shop again but does
anyone have any ideas? I did check for leaks.

Stan,

Check your tire pressure. Cold weather will "deflate" the tires, which
increases drag and cuts mileage big time.
Just a thought.

Not to worry, it is most likely due to winter oxygenated gas that is the culprit.  Winter gas mixes become available around November and ends in April.
