Local shop says that wheel bearings need to be taken off to replace the front rotors. If so hows that done? If not I'd assume its pretty simple to replace the rotors and pads. Shop (Tuffy) wants $300+

Skumar, pads are very easy, I don't know about the rotors. Also the Tuffy around my house is extremely expensive. I find they are very fast so if I need my car that day I let them do the work and I get it back in a few hours, but you pay for it. Pads cost between $20 and $40.
