Drives: 2000 Honda civic 1.6 engine

My grand daughter has 2000 civic, power steering. She needs new rack and pinion unit.
They are telling her $1500.00 because the engine must be pulled.
Ive found the rack for $200.00 but she is 1500 miles away so i cant install for her . Never heard of engine having to be pulled for rack replacement. Is it true or false?? thank you all very much. (IMG:style_emoticons/default/liebe011.gif) (IMG:style_emoticons/default/cool.gif)
