If you buy a service manual (I have an recommend the Honda factory manual from Helm) it will have all of the instructions on how to test the vehicle to get to the root of the problem. My '98 had a CEL and using the manual and the "service connector" I was able to determine that the problem was a bad catalytic converter. The service connector plugs into a pigtail behind the center console on the passenger's side and causes the CEL to flash a code which can be checked against the diagnostic trouble codes in the manual.
Of course, you must be at least slightly mechanically inclined to do this. In my case I replaced the catalytic converter with a new high flow Random Technologies cat. That job turned out to sound easier than it actually was because the secondary O2 sensor, which resided in the cat, is very delicate and costs over $500 to replace if damaged! I was successful however! Yay!
If I were in your position I'd do some of my own testing, and maybe even replace some parts just to see if they help. For example, some performance injectors and plugs w/plug wires, maybe a high pressure fuel system (pump, regulator) and possibly an MSD ignition system.
Good luck, and keep us posted with how things turn out.
Later,
Matt
