The door lock actuator also has a switch in it to lock all the doors
when you press the lock down.
Since it is both an "input" and and "output" from teh power lock
system, a bad or misadjusted one (don't know if Honda's are
adjustable) can cause repeated actions.

I've locked the doors with the knob by the back of the window and while the
doors were constantly trying to lock I pulled up on the knob to release any
pressure it might be putting on the switch. It still continues to try and
lock until I actually pull the knob up all the way (or until it goes past a
certain point where it will just pop up the rest of the way).
