You can, but you will need 16 inch rims.

You shouldn’t have any problems going down a rim size

The civic have 4 x 100 pcd fitment. So, measuring from the centre of one stud hole diagonally to the opposite should be 100mm.

so i just got myself a used Civic .. the previous owner put 17" rims on the thing with 205/40r17 .. now i have reached the point where i need to get a new set of tires .. i cannot seem to get a straight answer from anyone as of yet .. can i put 205/50r17 on these rims without a problem inside the wheel well or am i going to need to pay extra for a new set of rims and drop a size? the ride is a little rough and i'd really like to have a little extra rubber between me and the road

thanks

If I were you I would ditch off the 17s and go with 15 inch rims instead. In my opinion 15s are the perfect tire choice for a 99 Civic.
