1994 Honda Civic DX

For the past 6 months - 1 year, every time I turned on my headlight switch, the actual lights would only come on about 10-15 secs later. This was consistently the same each day.....until last night. Now they won't come on at all. Daytime running lights work ok. I'm thinking, maybe a headlight relay problem? Where would I find it? Any other suggestions?

i have a 94 del sol and almost any part (not really any but...) is exchangable with a 92 - 95 civic. my headlights only come on while i have my brights clicked on, my low beams dont work, with brand new lights!
the reason for this is the headlight switch(what you clickon or off). this could cause a lot of different similar problems. far as i know, $110-$140 at advanced auto or auto zone, i suggest NAPA, theres is about 130 but they are much more reliable...

i have 2007 civic EX i baught HID's, its not too accessible do i really have to take out the headlights? if so do i also have to take the front bumper off too!!?
