The only fuel filter on your Honda is in the fuel tank. You have to remove the fuel sender unit from the tank. This is accessed by removing the panel under the spare tire. The suggest service is to measure the fuel pressure with the fuel pressure regulator disconnected and the vacuum line pinched. If the pressure is below 47-54 PSI the filter should be replaced. It sounds like the fuel filter is right with the fuel tank. The pressure has to be in a certain range to function properly. If it's under that number it's needs to be replaced with a new fuel filter. The new filter will put the pressure back to where it needs to be.
