Can anyone tell me an easy way to change the from accessory plug
(lighter) from "always hot" to active ony when the ignition is in?

With a relay hooked up to the accessory line.
 
When the accessory line comes on (after turning on the key) the relay opens the circuit and lets the current flow throught to the cigarette lighter.

In my 2002 EX the lighter power is ONLY on when the ignition is on. This is
how it came from the factory. Don't know anything about how the rear outlet
behaves though.

Thats a weird one.. my UK spec CRV was factory wired to work on the accessory line.
 
In fact I have had 3 CRV`s and they were all wired like this.
 
But riddle me this does anyone know where i can et the wiring diagram for the CRV as i wish to find the wires used to trigger the central locking

This in know, byt are there any other connections that may hvae come
loose? I was working behind the fuse panel but dont know what is what
back there. Does anyone have a desent schematic of the cars wiring?
